It's interesting how every corporation has to by law file the 275 Forms before they begin business with any municipality in the State of Missouri--except for Allied Waste which believes its exempt.
It's not.
So why did Allied Waste file their 275 Forms in February of 2011--two years late without any penalties or repercussions at all?

Ordinance 14723
Ordinance 14723 contains the ballot language which is as follows in this excerpt from the attached ordinance:
Section 1. The ordinance proposed by the petitioners shall be submitted to the qualified voters of the City of Jefferson, Missouri, for their approval, at the election to be held on April 5, 2010, at the places designated by the County Clerk for said election and the ballot shall be in substantially the following form:
Proposition 1
Shall the City Code (Chapter 30, Sections 1 and 2) of the City of Jefferson be amended by retaining the requirement that every residence have trash service but eliminating the requirement that trash only be collected by an authorized collector?
[ ] Yes
[ ] No
If you are in favor of the question, place an "X" in the box opposite "Yes".
If you are opposed to the question, place an "X" in the box opposite "No".
